FILA in practice
Implementations
FILA is a framework. An implementation is what happens when educators carry that framework all the way through a discipline — its standards, its assessments, its daily routines. FILL is the first. It will not be the last.
FILL — Facilitated Interdependent Language Learning
The first and most fully developed implementation of FILA, built in world language classrooms. FILL connects proficiency-based targets, learner-facing Can-Do Statements, and external validation into a coherent structure — and it demonstrates that the framework holds up under the pressure of real classrooms.
- Proficiency rather than seat time
- Learner-facing Can-Do Statements
- External validation through STAMP and the Global Seal

Where the framework goes next
Each discipline raises its own questions. These are the implementations we expect to develop, and we would rather build them with practicing educators than present them finished. If you teach in one of these areas, we would like to hear from you.
Mathematics
Competency-based progression through mathematical reasoning, where prerequisite gaps are addressed rather than accumulated.
Science
Investigation-driven learning in which evidence of scientific practice, not coverage of a textbook, defines progress.
Career & Technical Education
A natural fit — CTE has organized around demonstrated competency and industry validation for a long time.
Social Studies
Inquiry, source analysis, and argument as the demonstrated competencies rather than recall of content.
Music
Another discipline already fluent in this structure: individual proficiency, ensemble interdependence, performance as evidence.
Arts
Portfolio and critique traditions map closely onto evidence-based progression and peer interdependence.
Elementary Learning
The foundational years, where mixed-age grouping and self-directed work have a long pedagogical history to draw on.
